but who "has the right to the way"
if it is green light
the car turning right has the "right" to go before the car turning left.
Just as if the car is going straight, and the left turning car need to wait in the middle of the intersection.
If it is yellow/red light, then it's probably a different stroy.
The left turning car has the right to to the way, because if he's waiting in the middle of the intersection, then it means he's already gone past the "stopping line". Therefore the cars approaching from the opposite direction, even if they can turn right during a red-light, they need to stop before the stop line and give the way to the left-turning car.
