i think govt refused to pay cuz the teachers are in violation of the court order (court ordered they cannot go on strike)
that's why at first they only stopped distributing grades, cuz that's not in violation of the court order..
but they put a vote to stike, and apprently the teachers wanted to strike~

teacher want less students and more pay..
they negociate with govt, govt wont budge..
so they wanted to strike..
govt put court order on them stating that they cant strike..
so they stopped distributing grades..
negociation conts and nothing is going the teacher's way..
so they voted for an illegal strike, and it passed..
