i thought of that way too, but then if they are officially dead and is in dead ppl's domion than they will be seeing other dead ppl wouldnt they?
i think they are trapped in the demension in between dead and living where the lil evil gal created. that way, it makes more sense that ppl can die again in that demension such as that female officer and the citizens of silent hill to become completely dead.
which means lil evil gal has control over that demension and may be able to revive the mother and child, but of course, she is evil, so she wants them to accompany her to complete her lost of childhood....
that is how i break the story down at the end, but of course only the author knows~~~~"Author is GOD in the eyes of reader"...lol

just though ...if the evil girl has already done her revange...why dont she let the mom and the child go?....since there's no point of keeping them anyways..

the mom and the child has no meaning to her what so ever after the revange..
