adultery AKA 通姦 is only one of the basis for divorce, not a crime
and in canada prostitution is legal..
there is actually sections of the criminal code that protects prostitution..

if u speed u are invoved in an illegal activity...even if u get caught speeding u are still not a criminal..
u dont get arrested for speeding..u get a ticket..

wut u are saying is like if i go kill someone and not get caught i am just doing something illegal not crimial..
if i do go kill someone i am doing something crimial..not just illegal..regradless if i got away with it or not

drunk driving is crimial..but some ppl get away with it..that doesnt mean they arent doing something crimial..

i am defining illegal and criminal in terms of the law not it's actual definition..
