well, for girls, they always like attention
so they wouldn't mind anyone looking at them but w/ no sexual intention

as for guys, they always like to check out girls
so they wouldn't mind looking at any girl (w/ sexual intention or not) if she's not ugly

but my opinion doesn't answer much about your question...
well, I don't think anyone would 'electric eye' somebody unless he/she likes that person....so just apprciate others' 'friendly' attention
and get used to it

having no confidence to look straight at at woman

if a girl is looking at you, you should check if your fly is open. or something in your teeth, or check behind you if she is looking at that direction.
