A friend of mine wants to come to Canada during summer to take up some courses such as English, or communication media.

Does anyone here know any school that might offer this short term program from early July to end of Aug ?

I am afraid it's kinda late dude.
At least, for public colleges, their registration deadline is due.
And, for your friend, he might have to get the student VISA for a long term education here.
What you can do is to ask private colleges, such as Coquitlam College and other private institutions.

I think they might, but you have to check out with them.
Try SFU, UBC and Kwantlen

I don't know. Government cut down the money... but still can try all the college... or Adult Eduation in VSB...
